The Llywydd welcomed Members to the virtual Plenary and set out that this Plenary meeting, being held by video conference in accordance with the Standing Orders of the Welsh Parliament, constitutes proceedings of the Senedd for the purposes of the Government of Wales Act 2006.

Adam Price raised a point of order asking the Llywydd to use her powers under Standing Orders 12.17 or 12.18 to change the order of today’s business or adjourn the meeting temporarily to allow Members the opportunity to study a document on the Government’s COVID-19 ‘Test Trace Protect Strategy’ issued only 8 minutes before Plenary relating to the statement to be made by the Minister for Health and Social Services.

The Llywydd acknowledged the importance of the document and stated that it is good practice to circulate statements in advance of them being given, but did not think it appropriate at this time to delay the statement.
